"The Exam Room" - The Issue
 A Changing World

Formed in 1945, the United Nations has presently grown to encompass 192 member states. The names and numbers of many of its more famous members and governments has changed with vivid examples of socialism, communism, or autocratic type government failures in The Socialist of the Federal Republic of Yugoslavia, Czechoslovakia, The United Soviet Socialist Republic, or the two Germanys. The Preamble of the UN speaks of the need to end wars, recognize human rights, and honor treaties engaged in reflecting the needs as well as responsibilities of its members.

There are those who believe that the United Nations must be the voice of reason for "a new world order" in which a cooperative spirit reigns as the reported best interest of the world is given preference to national interest. In this view those highly developed nations such as the United States are asked to submerge its interest to those of lesser developed nations hoping that this will bring world peace. There are also those asking that the rights of citizens to bear arms be submerged to a world authoritarian control of dissent.

"The Diagnosis" - What's Ailing Us?
An Ill-Defined Mission for Such a Time as This

The original mandate of the United Nation was conceived in a world recovering from a series of wars not terrorism where nations fall prey to terrorist not controlled or completely authorized by governments. As arms are for sale to any and all with money from various international sources, controlling conquering rogues will be a challenge. As fundamentalism gains hold regardless of the religion, the desire to control in the name of one's Supreme Being presents a challenge for a world or other people who do not share that view.

Whether in Afghanistan, Rwanda or Iraq, the UN's ability to enforce its own mandates and policies are limited by internal political squabbles and an imbalance of power from those who talk a good game but have not committed the troops, financial backing or other required resources for the UN to do its job.

The United States with slightly less than 300 million people (4.6% of the world population) is small compared to the populations of China 1.3 billion (20.1%), or India 1.1 billion (17.1%). We rank third with Indonesia at 4th with 222 million people (3.4% of the world population. million (3.4%).

Given its land mass and available natural resources for its people, the USA on the surface appears to have more room to accommodate an influx of people than other nations, hence population pressures are a growing factor in an unchecked illegal immigration drive. Even though this nation is 4.6% of the world population, it consumes 25% or more of the total energy production and other resources. As a result, many other nations are demanding equity in the area of natural resources, food, and population supports.

Though people speak of this nation as a super power in terms of its military industrial complex, we are also the world super power in terms of food generation, markets for the goods and services of other nations as well as the back up first responder for international emergencies and disasters whether natural or manmade. Our constitution is unique, in that it starts, as Ronald Reagan pointed out “’We the People...’ not ‘We the government...’" as that of so many other nations reveal.

"The Prescription" - Dr. Fisher's Solution
Define the Opportunities for the UN to Better Serve the World

I remain unconvinced that other nations hate the United States as much as they envy us - what we have and what we have achieved. Though our efforts are not always as successful as hoped, we are a great melting pot in which some still haven't blended. Other nations have more similarity in color and language than do we. This is why it is crucial that we have one recognized language, English, which binds us while our compassion remains a mark of our greatness. The UN is important but should not be allowed to trump the great social experiment in a representative democratic republic which is the United States of America. Those who are willing to submit to the authority of the UN too easily forget that this body is neither elected nor immune to internal corruption in the food for oil scandal which plagued a family member of the current secretary general. The UN has also proved ineffective in enforcing its compliance directives on weapons of mass destruction, getting its members to pay their fair share of dues or censuring those found in violation of the principles of its charter. If given too much power, this non-elected body can become its own world government with no accountability to anyone.

The UN can be vital in :
  • identifying and monitoring those nations with Weapons of Mass Destruction or technologies which have the possibility of destroying civilizations and mankind.
  • The Sovereignty of Nations in our world must always be maintained in a cooperative spirit.
  • International Law should not be allowed to dominate National Laws of respective member nations, lest countries lose their power to act in their own best interest.
  • The Mission of the United Nations and its members must include efforts for sustainable development to allow for an environmentally sustainable future.
  • The funding of the United Nations should seek more balance with member nations picking up more of the bill for at least 1/2 of their total numbers in the world population.
  • The 1995 UN International Army shall be strictly a peace keeping force with proportionate contributions from its membership.
  • Genocide must be identified and effectively acted upon no matter where it occurs and regardless of whose interest is infringed upon.
  • World Hunger must be effectively acted upon with no member state being an impediment to such feeding of the masses.
  • Clean Water for human consumption should be a priority.

The Patient File - Article to An Indebted Nation

The USA is indebted to other nations to the tune of 10 trillion dollars. No other country that I know of allows foreign entities to possess or own vital industries which could undermine their national security as does ours.

When I worked for Amoco which stands for America's Oil Company, I had the opportunity to sit in on the American Petroleum Institutes deliberations and listened to how exploration, prices and production were set for that industry. Eventually, BP was allowed to purchase Amoco with a 121 million dollar payout to their CEO who previously never made more than 2 million a year. Congress showed a lack of oversight in allowing this merger for Amoco owned 80% of the Natural Gas reserves in this nation. Now our gas is owned by the British. As I understand it Saudi Arabia owns a large share of Chevron, Shell is owned by the Dutch and Exxon is our main principally owned oil company. Those who say we need tax credits for establishment of refineries ignore the ones sitting closed or under capacity in Yorktown, VA., Mandan, SD., etc.
