Dear Friend,

Thank you for reading this week's edition of "The Fisher Rx." This week is a resend of last week's "Fisher Rx." Some recipients told us that they did not receive last week's edition. Please forgive us if you received this Rx twice. You'll receive a new Rx with a new Prescription next week.

Today, we're talking about Home Ownership and Affordable Housing. I look forward to hearing from you on this issue and others that are important to you. Please take the opportunity to forward this email to others by clicking the "Forward Email" link at the bottom of this email. Doing so will help us make the 12th District the best place to live in America. I welcome your vote, your financial support, and your comments.

Sincerely,

Dr. Ada M. Fisher

"The Exam Room" - The Issue
The American Dream of Home Ownership

The American Dream is described as a home, car and 2.3 children in a nuclear family of a husband and wife. The US Supreme Court's Kelo decision on Eminent Domain raises a question of one's security in ownership of land. The dream of home ownership and cost of affordable housing will be the next frontier of challenge for American citizens.

"The Diagnosis" - What's Ailing Us?
The American Dream Should Be within the Reach of All Americans

Valued public servants such as teachers, firemen, and policemen are increasingly unable to bear the cost of homes in the neighborholds where they are assigned. Gentrification often forces the poor from prime real estate in their homeplaces as historic properties gain favor with the young and newly monied. Public housing as presently implemented forces the economically stymied into ghetto-like settlements with too many people, on too little land, in poorly policed areas where crime burgeons and jobs have disappeared. Diversity in populations is too often missing in our neighborhoods allowing the resegregation of schools in these areas, the lack of prosperous adequate role models for our young, the poor blending of the elderly with the young as they shuffle off to retirement communities, and the bundling of ethnic groups who fail to understand each other though they may benefit in preserving their cultural integrity.

"The Prescription" - Dr. Fisher's Solution
Enact Policies that Promote an Ownership Society

I support an ownership society where each individual can fulfill his/her vision of the American Dream which includes security in the ownership of a home of one's own. We must appreciate that homeownership is a crucial lynchpin to financial stability and economic prosperity in today's society.

To my knowledge no new land is being created to house the ever expanding world populations.

Branch Banking and Trust's January 25, 2006 policy noting it will not lend to persons or developers who use the Supreme Court's Kelo decision to seize private property for personal profit without a public interest being served is to be applauded.

The Center for Responsible Lending has shown that minority homebuyers "tend to pay higher interest rates than whites with similar credit ratings" (USA Today, Wednesday July 12, 2006, 13A) and their work should look at the impact of lending on public servants such as first responders and educators.

Preservation North Carolina is engaged in work to save historic treasures as well as support creative uses of older buildings for community utilitarian purposes. My own house and present campaign headquarters (shown at the upper right) was built in 1892 and is one of 5 historic homes in Salisbury, NC on the National Historic register of the Department of Interior.

Community development monies have been made available through block grants to assist first-time home buyers, as well as to restore historic properties. Congress has instituted the American Dream legislation promoting homebuying with a special boost for single parents. Habitat for Humanity has long appreciated the desire for a home of one's own and has now expanded its reach internationally.

As the 12th District Congressional Representative, I will support efforts to insure that all who desire home ownership have that opportunity.
